Additionally, the IL Dead Animal Disposal Act is also being violated since the owner is dragging the dead bodies to the back part of the property and piling them on top of each other. They are supposed to be properly buried or if not possible due to the frozen ground, then a rendering plant is to be called to pick up the bodies. You will see the dead bodies and skeletons/bones in the video.

Mr. Rosenwinkel was exposed in May 2020, for not providing care (food, shelter, medical care and humane treatment) for his sick and injured cows in violation of the Illinois Humane Care for Animals Act. He additionally violated the IL Dead Animal Disposal Act since he would drag the dead bodies to the back part of his property and fail to properly bury them.
After months of cows dying and pressure on this issue building, Mr. Rosenwinkel started providing food for his cows.
Unfortunately, Mr. Rosenwinkel is once again not providing the required care (under the Illinois Humane Care for Animals Act) for the cows and almost two dozen cows and baby calves have died in recent months.
Mr. Rosenwinkel is a repeat offender and immediate action by your agency is required to enforce the Illinois Humane Care for Animals Act.
