SCHOOL CHOICE STATES!
CONGRATULATIONS! THIS YEAR 4 STATES HAVE PASSED BILLS TO MAKE ACCESS
TO SCHOOL CHOICE ESA EDUCATION SAVINGS ACCOUNTS UNIVERSAL, like
Arizona’s Gold Standard HB2853 did last year, including ARKANSAS
SB294, FLORIDA H0001, IOWA HF68/SF94, and UTAH HB215. WEST VIRGINIA,
like Arizona, got a jump start on school choice enacting SB625 and
HB282 in 2022.
WE ARE FIGHTING FOR SCHOOL CHOICE FOR ALL and believe the parents
should control the purse and have absolute freedom to choose how they
educate their children. This means all restrictions or limitations
that would hinder based on demographics, income status, home school
exclusions, and other criteria are completely removed.
Florida State Sen. Corey Simon (R), said

THAT THE MONEY FOLLOWS THE CHILD, AND PARENTS HAVE A RIGHT TO GUIDE
THEIR CHILD’S EDUCATION AS THEY SEE FIT.”

FOUR STATES HAVE LIMITED, RESTRICTED ACCESS AND REQUIRE AN EXPANSION
FOR UNIVERSAL ACCESS of their ESA education savings account including
Indiana, Mississippi, New Hampshire, and North Carolina.
WE ARE THRILLED TO SEE 5 NEW STATES MOVING TOWARDS SCHOOL CHOICE with
legislation pending including CALIFORNIA SB282; MINNESOTA HF768,
HF1109, HF1908, SF939, SF1000, SF1210; OKLAHOMA SB822; OREGON HB2560,
SB260 and TEXAS SB8. VIRGINIA has introduced some additional school
choice enhancements in HB1508, HB1371, HB1396, and SB1191.
ALTOGETHER, WE HAVE 34 STATES LEFT OUT IN THE COLD without any pending
legislation, however programs like ALEC Hope Scholarship Act model
legislation

and program initiation assistance is now providing states with a
pathway towards implementation that addresses obstacles and concerns,
guides lawmakers, and alleviates the fear of negative funding impacts
on the public school system as children are free to exit public
education for greener pastures.
WITH A THIRD OF STATES now solidly moving towards providing school
choice in a bi-partisan effort, we should see state representatives
across the country much more willing to visit introduction of school
choice legislation in their state.
