Last month, HIV and housing advocates sent a letter to the mayor's office expressing their lack of confidence in her office's ability to administer its federal HOPWA grant.
In response, Mayor Bottoms' office announced its plan to move HOPWA oversight from the Office of Grants Management and Office of Human Services and to the Continuum of Care department, which is managed by the non-profit Partners for Home.
HOPWA is a federally funded program that makes grants to local communities, states, and nonprofit organizations for projects that benefit low-income persons living with HIV / AIDS and their families. The city's failure to effectively and efficiently distribute HOPWA funds has led to housing agencies operating for months without reimbursement, eligible Georgians unable to access housing services, and many who have secured housing through HOPWA programs threatened with eviction.
Tomorrow the Mayor's office will host a community meeting where they will discuss their proposed plan for restructuring how they manage federal grants, including the realignment of HOPWA management under the Atlanta Homeless Continuum of Care, and hear feedback and needs from community groups and stakeholders.
