The IRS continues its 2023 Dirty Dozen campaign [ [link removed] ], warning against prevalent scams and schemes this tax season. This year?s campaign includes warnings against:


* Unscrupulous tax return preparers [ [link removed] ]. The IRS offers various resources to help taxpayers find trusted tax professionals.
* Trusting tax advice on social media [ [link removed] ] that can lure otherwise honest taxpayers and tax professionals into compromising tax situations. The IRS has seen several examples recently of social media circulating inaccurate or misleading tax information.
* Spearphishing scams [ [link removed] ] that target tax professionals and businesses. Through these spearphishing emails, scammers try to steal client data, tax software preparation credentials and tax preparer identities with the goal of getting fraudulent tax refunds.
* So-called Offer in Compromise "mills" [ [link removed] ] that often mislead taxpayers into believing they can settle a tax debt at steep discounts, which in the end can often cost taxpayers thousands of dollars.
* Questionable tax practitioners and independent promoters selling schemes aimed at wealthy taxpayers [ [link removed] ]. These potentially abusive arrangements involve things like Charitable Remainder Annuity Trusts and monetized installment sales. These tools can be misused by promoters, who can advertise these schemes to attract clients.

Tax pros: This summer, the IRS Nationwide Tax Forums [ [link removed] ] are once again coming to a city near you. This year?s Tax Forum locations and dates are:


* New Orleans - July 11-13
* Atlanta - July 25-27
* Washington, D.C. area - Aug. 8-10
* San Diego - Aug. 22-24
* Orlando - Aug. 29-31

Each of the five tax forums is a three-day event with more than 40 seminars and workshops on a wide variety of federal and state tax issues presented by experts from the IRS and partner organizations from the tax community. *4.??Guidance, updated FAQs on new clean vehicle critical mineral and battery components*________________________________________________________________________

The IRS issued proposed regulation related to certain requirements that must be met for critical minerals and battery components for the new clean vehicle credit [ [link removed] ]. The critical mineral and battery component requirements will apply to vehicles placed in service on or after April 18, 2023, the day after the Notice of Proposed Rulemaking is issued in the Federal Register. As a result of this guidance, the IRS also updated the frequently asked questions for the clean vehicle credits.

Mississippi storm victims [ [link removed] ] now have until July 31, 2023, to file various federal individual and business tax returns and make tax payments. The IRS is offering relief to any area designated by the Federal Emergency Management Agency due to tornadoes and severe storms that occurred on March 24 and March 25. *7.??News from the Justice Department?s Tax Division*________________________________________________________________________

A federal grand jury in Jacksonville, Fla., returned an indictment charging Gloria Gray [ [link removed] ] of Florida with aiding and assisting in the preparation of false tax returns, filing a false tax return and failing to file a tax return. If convicted, Gray faces a maximum sentence of three years in prison for each false return count.

The United States filed a civil complaint [ [link removed] ] in the U.S. District Court for the Southern District of Florida against Javier Campos; David DePablo; Krystallee Gonzalez; Alvaro Jauregui; Katya Rojas; Patricia Vanegas; JBC Tax Services LLC; WK Tax Services Inc.; Cutler Bay Tax Services Inc.; N.L.T.S., Inc. doing business as Naranja Lakes Tax Services Inc.; and Tax Services Group Corp. The civil complaint seeks to enjoin the defendants from preparing federal income tax returns for others. The complaint also requests that the court require Campos and the businesses he controls to disgorge the fees they obtained by preparing federal tax returns that make grossly incompetent, negligent, reckless and/or fraudulent claims.

*8.??Technical Guidance*________________________________________________________________________

Announcement 2023-10 [ [link removed] ] is issued under section 521(b) of Pub. L. 106-170, the Ticket to Work and Work Incentives Improvement Act of 1999, which requires the Secretary of the Treasury to report annually to the public concerning advance pricing agreements (APAs) and the Advance Pricing and Mutual Agreement Program (APMA Program), formerly known as the Advance Pricing Agreement Program (APA Program). This 24th report describes the experience, structure and activities of the APMA Program during calendar year 2022.

Notice 2023-28 [ [link removed] ] extends the relief provided section 3(a) of Notice 2022-15 through the end of 2023, and the relief provided by section 3(b) of Notice 2022-15 through June 30, 2024.

Revenue Procedure 2023-20 [ [link removed] ] modifies Rev. Proc. 2022-26 to clarify that the date on which a taxable substance is added to the Secretary?s list of taxable substances (List) for purposes of refund claims under section 4662(e) is the first day of the calendar quarter in which the petition is filed (for an interested person) or the day on which the petition is deemed filed (for an importer or exporter).

Revenue Ruling 2023-02 [ [link removed] ] confirms that the basis adjustment under section 1014 generally does not apply to the assets of an irrevocable grantor trust not included in the deceased grantor?s gross estate for federal estate tax purposes.
