Friend, the House has just officially passed H.R.1 — a package of Republicans’ worst dirty energy proposals — in a vote of 225-204.
This vote was close — and we picked up bipartisan opposition to putting polluters over people. We need to continue speaking out on this egregious handout to Big Oil and other polluting industries. So long as we do so, we’re confident we can keep it from even getting a vote in the Senate.
What happens now will depend on you. We know that fossil fuel executives and their cronies in Congress won’t stop there — we could see a similar proposal in the Senate to force new drilling permits on federal lands and gut communities’ ability to give input on these and other potentially damaging projects.
This proposal, likely led by — you guessed it — Senator Joe Manchin, could be a serious threat, and we need to be lining up swing senators to block any momentum now.

Friend — LCV’s policy teams have been preparing for this fight for months. Far-right lawmakers allied with polluters and fossil fuel interests have long hoped to completely gut the National Environmental Policy Act — the law that requires environmental impact studies and allows communities to weigh in and push back on large or particularly devastating projects.
This is a fight we can win, but we have to keep the pressure on swing senators. With every day that passes, the case to expand fossil fuel drilling becomes weaker and weaker — and we’ve already won major investments in clean renewable energy as part of 2022’s historic affordable clean energy plan, the Inflation Reduction Act.
The truth is, if we let up pressure for even a moment, there’s a chance that attacks on environmental review and public input could make it to the floor of the Senate. Oil and gas industry lobbyists are pushing hard to completely overhaul the permitting system — and their efforts are working. Their wishlist got adopted nearly entirely in House Republicans’ Polluters over People Act.
