CHBA's 2023 Federal Budget Analysis

The Federal Budget was released this week and CHBA staff were among the first to review the documents and engage with Department of Finance officials on the budget and other recently announced developments that relate to residential construction.
While the federal government reiterated its commitment to increasing housing supply, improving housing affordability, and increasing the industry’s labour force, Budget 2023 included little in the way of new actions.
CHBA has been advocating for more support for first-time buyers and Budget 2023 included the launch of the New Tax-Free First Home Savings Account (FHSA), which the government first committed to in last year’s budget.

Expectations for Federal Housing Accelerator Fund

The federal government’s Budget 2023 highlighted the recently announced Housing Accelerator Fund which will encourage and incent municipalities to change their systems to enable more housing supply to come online faster.
The Housing Accelerator Fund intends to help cities, towns, and Indigenous governments unlock new housing supply by speeding up development and approvals, like fixing out-of-date permitting systems, introducing zoning reforms to build more density, or incentivizing development close to public transit. Administered by CMHC, the $4 billion fund is expected to result in permits being issued for 100,000 more housing units across Canada.
CMHC will be holding two webinars in April to explain key elements of the Housing Accelerator Fund. The webinar will cover program and funding details, expected outcomes and resources to support your application.

Technical Safety BC Launches Online Services to Manage Certifications

On Monday, Technical Safety BC launched a new Online Services portal specifically designed for clients who need to apply for and/or renew their technical certification(s).
This marks the first in a series of releases which will improve Online Services to give their clients more control over the application, exam booking, and certification process.
The online portal will allow you to pay online, book exams, choose your exam format, and receive your certificate up to six days sooner — all without having to call in, visit an office, or emailing the contact centre.

Advertising Guidelines for Licensed Contractors

Technical Safety BC would like to remind licensed contractors that as of January 1, 2023, they are required to publish their company name and Technical Safety BC (TSBC) licence number when advertising regulated services to the public.
Requiring contractors to include their licence number on their advertising materials will help deter unlicensed workers from advertising fraudulent services and educate the public on the importance of licensed work.
The changes to the Safety Standards General Regulation came into effect on September 6, 2022, and are being introduced in phases until January 2024.

Coming to the Okanagan and Vancouver Island: Mind the Gap: Preventing failures in HVAC and Airtightness

CHBA BC is bringing our popular Mind the Gap: Preventing failures in HVAC and Airtightness training session to the Okanagan in April and Vancouver Island in May.
This one-day course will take a deeper dive into the BC Energy Step Code metrics for Part 9 buildings and how to achieve Step 3 and higher through design and building techniques to build better and minimize costs. The content will focus on practical strategies for effective design, proper selection and installation of mechanical systems, and airtightness. Using real-world examples and different housing archetypes from local climates, we will examine why some projects fail while others pass easily.
The course will include an onsite component at the end of the day. Using a local real-world onsite home, the class will participate in a blower door test. This will include hands-on preparation for the test, highlighting common problem areas as well as strategies for improvement and repairs. This session will also discuss airtightness best practice and strategies for renovations.
