We envision a world where puppies are born in safe, loving and trustworthy environments and emergency rescue operations are a thing of the past. This reality is within reach, but we need your help to get there. To start, Congress must pass Goldie’s Act.

In 2021, we helped rescue more than 500 dogs from a U.S. Department of Agriculture (USDA)-licensed commercial breeding facility in Iowa. Despite months of USDA inspectors documenting sick and injured dogs in horrific conditions, they allowed this breeder to maintain his license and told him to do better next time, but he never did. Many of these dogs died, but Goldie’s Act could have saved their lives.

Goldie’s Act would force the USDA to do its job of enforcing the Animal Welfare Act—a federal law designed to keep commercially raised animals safe. The USDA has failed over and over, turning a blind eye to suffering animals and renewing the licenses of puppy breeders who’ve accumulated dozens of violations.
